Organizational Structure

The Police Chief shall be the head of the department and shall be the final department authority in all matters of policy, procedure, special orders, and discipline governed by the Rules and Regulations. The Department is organized by the separation of four main Divisions, Operations, Administrative Services, Community Policing and Investigations. Each Division is commanded by a Division Commander. Each Division Commander is answerable to the Police Chief.

Operations Division

The following are functions of the Operations Division:

  • Bicycle Patrol – The Bicycle Patrol’s function is to be used for targeted patrol and special events to provide a more mobile and visible police presence. They are also used in parades and to attend special events to speak about bicycle safety.
  • Motorcycle Patrol – This Patrol is responsible for fulfilling all duties and responsibilities of a regular patrol officer, as well as specific problems that cannot be handled by a normal patrol vehicle, escorts and special events such as parades or funerals.
  • Marine Patrol – Established to provide a visible presence and enforce laws on waterways, and to respond to emergency situations and pollution protection. Marine Patrol shall also be available for special events, i.e., Summerfest and public boating safety.
  • Special Emergency Response Team (SERT) – Speciallytrained personnel provide tactical response to hostage situations, barricaded persons, sniper and terrorism incidents, crowd control during major disturbances or riots, work demands, and work to resolve tense and often volatile standoffs without loss of life.
